For the quest? Mechanic sells a tactical mp-133. Replace the butt stock with a pistol grip (can be bought at jaeger) and swap the flashlight with a laser. Should be good for turn in after that.

Ppl tend to run in groups to help mitigate some of the dangers by limiting the number of other potential pmcs on a map. As for ai scavs they tend to spawn in groups of 2-5 depending on the area and map
