I like customs for scav runs - just hit up all the stashes between dorms and admin gate
can also go loot bodies in dorms if you want

Shoreline you will mostly see people at the resort and the areas crossing the river. Interchange you will mostlty see at the tech stores, Idea office, middle of the mall and OLI
However early wipe you can find players all over the place
