Yes and buck for close maps if it is 7 or 8.5. Slugs can reach a bit further but you mostly need headshots unless it is AP20

when you shoot an armor it will take dmg, when its damaged enough, bullets with less pen than required will pen it
like if you shoot a class 6 with PST gzh, eventually you'll get through because the armor is broken
in practice though, you want bullets that can pen class 4 right away
