It's good for Reserve because it allows you to stay near Hermetic/Train until the very end of the raid and not worry about having to extract on the train. You can obviously use it at any time, but that used to be my strategy for using RR.

Having Red Rebel shouldn't be viewed as required, but makes life VERY easy on those maps.
