@long haven I think you are asking the wrong question is the reasoning why you are being bounced between groups. It sounds like you want a carry to level 10. Simply most people don't want to do that because its a grind. 9 to 10 is rough especially waiting for flea which opens up the world. I recommend going in, killing scavs, and successfully extracting. This typically gives a decent amout of XP. Also, if you haven't completed any quests.. then start on those as well cause those give a good amount of XP.
