If they have a face shield and you aren't rocking at least 7.62 PS you are unlikely to tap them in the face. Often times it's just better to disengage unless you have the drop on them.
Even if you have the drop you are looking at multiple bullets to their leg versus them just having to hit you with one in the head or 2-3 in the chest.

I think it's better to avoid combat with players until you unlock the flea this late in the wipe. Just concentrate on tasks and looting.
Sure you could end up killing him, but you won't be able to rock the weapon for long since you don't have access to the ammo. You'll run out eventually even if you manage to put their kit to good use.
