High quality shadows/long distance shadow rendering are notorious for bending the knees of systems, HBAO can also be quite bad on performance, especially on higher settings. I think messing with those two might improve fps stability

In your Nvidia control panel if you disable vsync; then go into game and check the box for V-sync on it unlocks frames

If I can disable a workaround because it was added into a game natively, then I would do it 100% of the time, to minimize problems caused by "custom solutions". But if the game works just fine as is, then there isn't much point really.. at least not until it becomes a problem randomly in a patch for no reason... speaking from a game designers perspecitve lol

I prefer the sks, but if you want to use M61/M993 ammo then you should go with the hunter.

The SKS is cheaper, especially with the cost efficient PS ammo

Mind you that PS ammo isn't really good against heavily armored players

Reduce the shadow distance and HBAO to minimum and test. I have an incling it might help.
Other things you can do is check for driver updates. Check your performance in other fairly demanding games. Test in 1080p.
Also, you have vsync on, which I assume is because you did the nvidia controlpanel edit, but if you didn't then turn vsync off or do the edit.
