If you're level 4, focus on learning a map, understanding fundamental game mechanics, and surviving as best you can while only engaging scavs if possible. you're right. generally, you'll need to gain map knowledge and other things right now and will worry about 'better' gear later. focus on quests and learning maps

if you find a fort, you can run it. they're not worth buying.

Another additional point: all the armors with arm protection have a caveat to them: if you get shot in the arms, it damages the armor. this may seem nice since it protects your arms, but it's usually better to take a blacked limb if you get shot in the arm with a chest/stomach piece than to have the arm shots produce armor damage for you as this lowers your survivability to the thorax. except for some circumstances, most people don't run arm protection armor. they also produce pretty substantial debuffs in terms of ergo/moving around

INTENDED? What do you mean? Inherently this game is brutally punishing at the beginning. it's rough. If you're doing early quests this late in the wipe, it's made worse by the fact that everyone else has money now. They will mostly have good gear. It may seem like it's brutal for no reason, but it teaches you. It teaches you how to move quietly and efficiently across the map and avoid hotspots. It teaches you how to not be seen or heard by people. Sometimes, death is inevitable. But many times, you could've done something differently. You will learn these things subconsciously.
