Sight your guns in shooting range first, some scopes aren't built for some rifles, you have to set them to 200, just so they hit the target, Otherwise they hit criminally low sometimes. If you watch Aqua's video of him doing Shooter born in heaven, you'll see how high above his target he aims, also bullet drop exists too

The first target in front of you is all of 10M away
if you click on its head, and your bullet is hitting it's stomach, you should be aware that your scope is just sighted for the wrong gun.
Sighted properly in your shooting range, your gun should be hitting within MM of where your putting your bullet on all 4 targets

Nobody can help you killing scavs, i can take you to the convoy, or help you get your document out of customs, but to do the factory part you'll need to drop to one of the channels here to find a 5man group to do it safely.

Well, the safest way to farm money is doing scav runs, I prefer Interchange for this right now as there is just so much loot there. For some reason a decent amount of the computers stay unlooted even towards the end, and the parts are worth a lot. The hidden stashes can also net you some good money too.
I'm not the most experienced, and I usually play slow, so take that into account with this specific tip

"Uncover loot", so uncovering all the loot in every container that you can find is the only way. Filing cabinets or areas with high density unique containers would be the most optimal I suppose

Though its never guaranteed that scavs spawn in every area that they can. Sometimes they'll do that, sometimes they'll end up in slightly larger groups, leaving other areas empty(ier). At least that's my understanding of it.

If you're confident in your abilities to make sure the power is on and you're able to loot it fast or kill the other probably fairly strong players there, then go for it. I'd sell it if you really need the money, but hold on to it for now if money isn't to big of an issue. As long as you don't bring it with you and die with it, it'll obviously keep its FIR status so there is no rush to sell it.
