I thought it would be top to bottom and left to right but in this situation (attached), I fire a shot and reload takes it from the flechette stack. I would think it should take the lone AP20 shell in the top left, no?
I'm thinking it's something with the rig since I have the ammo in the 2x2 rig slot. When I drag the ammo down to the 2x1 slots below, it follows the top to bottom left to right rule

Probably desync or lag on his end because when you sprayed into him he stood dead still, or since you hit him the chest first him hands went up from flinch and blocked the headshots with his arms
