Not quite sure what you're asking. Most (all?) of the discrete rails you find are picatinny rails. M-LOK is a mounting system that allows you to install rails and other accessories. It is not the only one, for example KeyMod is another.

Only a handful of parts can be modified in raid. It's very fiddly to take a weapon apart to apply modifications on the fly

You might be slightly misunderstanding armour; the 7n31 should penetrate the armour; it'll deal some damage to the armour and the flesh. However, the RIP rounds will just harmlessly hit the armour dealing no damage unless the armour has been destroyed.

You have a hideout where you can spend money and items to upgrade it. You can create a workbench, which lets you craft ammo and some useful items. There's a medstation for crafting medkits etc. Heating and a rest station improves your health and energy regen out of raid etc etc etc

Bitcoin farm is a late-game upgrade; it'll take a LONG time to get all the upgrades needed to unlock it, but it's very worthwhile
There's actually a quest series from Mechanic that gets you started on it called Farming
Oh and don't underestimate the Lavatory upgrade. You can craft some VERY useful items in the lavatory.
And one more extremely important tip: items you craft in your hideout count as Found in Raid.
That means they can be sold on the market AND can be turned in for quests.
