But overall all PMC spawn in the beginning.
ai scavs spawn in the first few minutes then more later in another wave and maybe another wave later.
Player scavs can spawn in early in the raid up to about 1/2 way through it. Latest I ever spawned as a scav was with 19 minutes left.
