Yes. But you only need to dehydrate yourself once.

One way is to bring some salty food in the secure container to quickly dehydrate you (a couple of slickers or a jar of mayo works great), get close to your exil, down the snacks and then either keep periodically healing or pop a stim like a propital to counteract the health drain from the dehydration. Once you get the task completed popup, dip out.
