Yes but the pmcs responses will most likely be in English as most pmcs are USEC. And all scavs answer in Russian, npcs and players. The BEAR pmcs will also mumble in Russian but their answers will be more tactical and not slang.

I’d recommend using the vpo 209 and op sks you can get decent ammo for them w level 1 traders and they’re not to expensive also don’t worry much about helmets rn as if you get headshot it’s probably wraps unless you’ve got a really good helmet

For now im running a pistol with extra mag and insurence on them since im guessing people wont be intrested in looting something like that. and on scav runs im extracting pretty early to get backpacks and shotguns etc just to have something extra to use for free :p

I might only repair it once or twice, before just buying a new one, but I also have the capital to afford it, there's nothing wrong with running it dry though, I just wouldn't use it if you're intending for say; Pvp the whole map, but if you're doing regular tasking or loot runs, eh, why not.
