No, you can buy good 762x54 ammo

Just not good 762x39

Early on, the best thing you can buy is UMP-45s (buy Black Knives at Fence and trade to Peacekeeper), very well balanced, easy to mod, good ammo. Otherwise I'd stick with the Mosin, or the KEDR-B or PPSH from Prapor for close range submachine guns unless you can find some PS ammo for an SKS

Not annoying at all, Tarkov is crazy complicated and especially when it comes to ammo and stuff. But you're right that it's more important than the gun.
The TLDR on ammo is this:
Ammo has 2 qualities that you should focus on - Damage and Penetration. (These stats aren't shown in game, you have to use an ammo chart)
Damage is the damage done to unarmored parts of the target.
Penetration is the ability of an ammo type to get through particular tier of armor.
Both matter, and it's most important that you know what side of the spectrum your ammo leans.
So if you're using penetration forward ammo - you know you can aim for head and chest.
If you're using damage forward ammo, you should be aiming for legs, face, or other exposed areas.
Make sure you check what your ammo is using https://eft-ammo.com

The only ammo you can buy for the UMP is FMJ which is probably the best ammo you can get at your level.
Kedr and PPSH you can right-click and hit 'linked search' and that will show you what ammo you can buy. Get whatever has the most damage

FMJ is damage forward ammo, so it would do well against legs. The benefit of the UMP though is that it has very low recoil and a very controllable rate of fire, making it much easier to aim at the head.
It also does pretty good blunt damage through armor so if you are hitting people in the chest it's going to do better than any other SMG

If you want an SMG for legs I'd go Kedr or PPSH as they have a much faster fire rate so it's easier to get hits on those smaller targets

It's not necessarily weaker, it's just some ammos have much more damage then they do penetration.
The super expensive ammos that high-level players use are going to be very penetration heavy, because it's easier to just aim at the chest.
Before you're able to use those though, you can often do a lot better with high-damage ammos by aiming at legs and face like you said

The only other causes that I know of are either a lack of IPV6 from your ISP or you're on a dual stack lite connection (needs to be regular dual stack).

To check the ipv6 to make sure you have one check any "what is my ip" website and make sure it doesn't say "not supported". I use whatismyipaddress.com

If you have an IPV6 address the other cause should be your cause.

But to be sure, contact support in a bug report in the launcher to make sure it's not on their end, as they say to do this on the help page for this.

The dual stack lite / lack of ipv6 is a problem with tarkov that is not really with other games.
