As a scav you're not supposed to shoot other scavs, your scav reputation goes down and people get positive rep points for killing scavs who kill other scavs

its more likely you just missed like 20/30 of the bullets

and really bad ammo takes a lot of shots to get through good armor

you can check on one of the post raid screens how much damage to did to body vs armor and how many shots you hit
