You can run flesh ammo if you can remember to aim at legs/arms. You should try to run the best you can get your hands on. M855 and m856 can do the job but will require several shots on target. As you level/upgrade hideout you'll gain access to higher tier ammo which will help.

With recent changes the AK lines have been improved significantly and you have access to decent ammo early. They won't require much to build up and you can consistently pen level 3 ammo. Try a 545 or 762 Ak.
