It's basically just the effectiveness scale that they use im pretty sure, it doesn't really have too much meaning. 4 pen score is pretty much average. what ammo type are you lookin at?

if you plan on doing a simple loot run; just 3 mags would do (1 in the gun, 2 spares)

if it's an SMG/Saiga-shotgun, I feel like you need 4 regardless of what you're trying to do (even more if you can afford it, not drum mags of course)

the cost of Mags stack up after a few dozen deaths, so do keep in mind the hidden cost
although you can insure them, and most times they come back to you
