you canbuy all parts except one, at LL1, and the other part you can loot from scavs if lucky.

i suggest trying to get part 1 done as early as possible, and then leave the other gunsmiths for way down the line. part 1 unlocks all the other quest chains from mechanic so its nice to get moving on that sooner than later
