My advice to everyone is pretty much the same, you have three options.

1. Check everything using https://tarkov-market.com/ and the info it provides for quest and hideout requirement and for flea prices. It's otherwise impossible to know, without significant experience or asking other people every time, what you'll need anytime soon, or what sells for substantial money to other players. Then you can decide what things you'll need soon enough, and which items sell for enough, to hold onto. This is quicker in the long run and more profitable, but is tedious.
2. Check what you'll need right now, check what hideout upgrades and quests you could do if you simply had the right items (Not locked behind other prerequisites). Keep those things that you need at the moment, sell most everything else. You'll figure out what you need as you get to things, and learn through experience. It will be slower in the long run as you'll have to look for things you may have sold, but not as hoardy and you spend more time in raid.
3. Set a particular goal - maybe two or three hideout upgrades you want and get your list of like 5-10 items together. Sell everything else. This is the most "to hell with inventory management" approach, and you'll certainly sell things that you'll need again or could have sold for more, but you'll spend all your time in-raid.

so im not very new but ive been playing nearly a week or 2 into wipe and im still lvl 4, been focusing on quests but is there something else i need to be doing? i feel really behind

Firstly don't feel behind. A lvl 1 can drop a kitted Chad very easily. It's just knowing the ammo to use. Depending on how much you've played you may be over scaving. Scavs don't give your pmc xp. I'd try to learn a good money run if possible and do it on your pmc like interchange stashes or shoreline village runs

Basically what I'm saying is if you can make money on your pmc instead of the scav it would be best as you'll get the xp from it
