Scav karma's weird so far, if both scavs have dealt damage to each other, neither will lose rep for killing the other.
The confusing part is that both get flagged as innocent, so you'll lose rep for killing one. A scav will only get flagged as rogue if it has killed another scav without being damaged. It sucks a lot but the easiest way to farm karma is to use car extracts as a PMC.

You hit the thorax, the fact that you were aiming for his head doesn't change the fact that you were too close for the sight to be accurate. You can see the shot hitting his upper torso if you pay close attention. Also, scavs don't spawn with 40 health in the head that's bullshit.
