everything is RNG, all scav rep does is make ur RNG higher. you can have negative -6 rep but spawn with a keycard every raid, its a very simple concept. at 7 rep currently i spawn with one nearly every raid, this is just todays load

RNG doesn't work like that hate to break it to you. lol RNG stands for random number generation, random being the keyword, the rep doesn't affect what gear you get, maybe to a certain degree it increases the chances of certain items by a tiny margin, but not by enough to really matter at the rep you're at.

you have set odds of spawning with particular items, i.e, heals, face coverings, backpacks, grenades, ammo and extra mags, attachments, and misc items. its all been data mined. rep increases = the chances of you getting these items increases. rep decreases = the lower chance of you getting these items. there isn't anything off the table here, its why you have the chance to spawn without a gun sometimes, because that isnt set in stone either
