Bullshit, armor is absorb damage from bullet. With penetration chance, the round dealt nearly full damage to body If that bullet penetrate, it never deal 100% unless target is naked. And combine the fact that damage drop off is real, you can only 1 hit jaw-eyes people up to 100m, and when you shoot the helmet sometime you cannot do 1 hit-kill. This is concrete number from people who testing alot.
That why you still see 7.62x54R PS, despite the fact that it can penetrate T4 armor and its have 86 dmg but you can survive the first bullet with Tropper armor. That's why people usually use SNB+BT.
