Go with lowest, will also give you a bit advantage over in darker areas, it at least helps me to see better

HBAO is softer shadows on edges, makes it look more nicer and fades away, SSR is Screen Space Reflection and makes stuff that reflects more aparent and higher quality

Also there isn't a real way of increasing both HBAO and SSR without tanking your fps
