Been trying to do these 3 lighthouse quests for forever, but there are barely any scavs to find, and it is with almost 100% certainty i get HS while running along the long road. How have people completed these?

IMO is it just too much scav killing for one map which has little to no scav spawns in those specific locations. Either up the spawn chance, or decrease the amount of scavs needed.
