you need the lvl3 intel center since it builds a radio you can use to speak to someone to progress the quest
and idk it was like that for me too, you 100% have the 5 items needed, its the patch, recorder, postcard, dogtag, and amulet, that part doesn't matter right now until you get to almost the very end of the quest where you need to collect them all and bring them somewhere

so just focus on intel 3 and it should update and let you know what the next steps are
