if you look more carefully, you will notice that there's a thermal sight mounted inside the carryhandle, it's because there's a quest called "Connections up north" which requires to get 50 PMC kills past 40 meters with a bolt action with a thermal on it. This ticks all the boxes while having a basic sight for those who are not masochistic enough to try and snipe with a FLIR (240m render distance is WAY below the distances I usually snipe at)

that depends on the relative value you assign ergo and recoil. I've noticed the usual trade-off the mod selection offers is 4 ergo for 1% recoil, anything better than that is a worthwhile trade unless aiming for specific breakpoints or building a bolt-action; there's also weight considerations, but those stock mercifully are ~identical in that regard.

DDE is 14 ergo 21 recoil with the 12mm pad
or 12 ergo 22 recoil with the 20mm pad.
MOE is 10 ergo 23 recoil with the pad, which makes upgrading to it a good idea, in my eyes at least. You can get more weight/ergo savings elsewhere.
