Harvest Scythe, Tagilla's Hammer, balaclava_dev, Master Hand, Water Bottle (attachment?, unclear what it is, but its not a normal bottle, only seen on fence), Arena Sword (melee, fence only), "Magazine" (fence only), task items (fence only), Mystery Ranch Terraplane backpack, Arena Posters (tasks, fence only) and Red Vengeful Zryachiy Balaclava

All of them except ref/arena related items + the vengeful mask are illegal on PvP.
