Yes, with Arena you don't need to quest and can keep leveling, so he's synced with his arena character and keeps leveling there, all his vendors are level 1 lol

then just analyze the sawmill from an area where you can quickly duck behind cover, try to single shturman out and kill. (use the logs next to the 3 small cabins on the hill)
