Shot him, and again didn't get anything. It just feels like the task area has gaps in it at random spots

See where it says bad repairability? That means it takes a larger portion of the max HP every time it gets repaired, each armor type (Aramid, titanium, polyethylene, steel, combined materials and ceramic) have their own values for how much they are damaged when hit, and how much they can be repaired. There's not enough max HP left to that zhuk to repair
