I've been unable to find Stylobate, but Expo and Cardinal are both across Klimov Street. You'll see a mall, some pretty plain looking hotels, and a large open area with a glass walled building. Glass walled building is Expo. Plain looking hotels is Cardinal. I'm not sure where the extract in either of those buildings actually is, but that's where you'll find the buildings

Cardinal seems to have multiple buildings, and you can only get upstairs in one of them. I'd probably try all the elevator doors in Cardinal first? Seems like a place to put an extract.

Expo is a very small area, only like three rooms and they're all open, so probably easy to find the extract there.
