Because with 1.0 they broke Goons rotating it also broke where cultists spawn, if a boss spawns at Fortress Cultists typically get pushed ~100m away, but at the same time a boss can spawn at "Fort" but consistently get displaced as well so nothing is at Fort but Cultists & another boss is up

So pretty much do a quick check at Fort and the bushes around, if nothing you have to expand the search to this. A bit more schizo theory is only 2 bosses can be up at a same time, even though multiple spawns can exist - meaning you have to go find Reshala/Goons (+ now Gluhkar), check the spawns again and see if they spawn in

I've personally checked all the spawns, ended up running into Goons/Reshala multiple times at Crack despite nothing at fortress and then mystically cultists were just at fortress in the most obvious spot clearly just spawning in late
