Your problem is 16gb isn’t enough, the game alone uses 18gb on my system and then another 3-6gb for generic windows and other stuff

If you upgrade to 5800x3d it’ll be bottlenecked by the 5700xt

You’ll gain 5-10% fps maybe and your GPU will be trucking at 100% all the time

And you need to make sure you have an X470 or newer chipset or else there’s high chance your motherboard cant supply the power needed to utilize 5800x3d

There’s only a handful of B450 motherboards that can fully utilize it too

And also you’ll need good air cooling or any water cooling because the 5800x3d runs hotter than the non-3d cpus

with a low refresh rate monitor you will experience higher input lag. You can try nvidia reflex which is designed to streamline the game to GPU chain to improve this but without high refresh rate there's not much to be done. Not all 70hz monitors have a long response time but it might because it sounds old.

@vivid briar watch a few YouTube videos how to use process lasso and what settings to disable and enable according to your CPU. It's not one for all solution, it's not a "game booster" or anything like that. It's basically advanced task manager that can do quite a few tweaks that won't require re-applying or batch scripting.

You can try to disable SMT/HT or use tweaks to suggest to use certain processors without disabling them. ..tweak priorities (though effects vary) or do reg tweaks to schedulers (do mind that it's quite frikin stupid to change CPU/gpu priorities in regedit for sounds (they are marked as "gaming" in regedit)
