my frames are still very low compared to my friends rigs and I have a better setup. still getting drops in framesI have a 3060ti and a ryzen 7, dlss quality, low latency on + boost, med quality settings getting around 70-40 frames alot of the time dropping randomly below. friends are on ryzen 9 and a 2060 super he's running better and my friend is on a i7 and 1660 ti getting 70-80 frames constant no dips. Have you tried reinstalling the graphics driver in the custom install option with "clean installation" checked? Then reboot.

The fix for this problem was that windows was paging virtual ram to an old hdd harddrive. to make sure that this is the problem all you have to do is bring up task manager, go to perfomance tab and then look at the hardrive usage. if a harddrive that you are not using anything from has any disk write % then this is your problem. all you have to do is switch the harddrive used for virtual memory.

to do this you just have to go to Controlpannel> System and security> system> advanced systemsettings, then click on the advanced tab, then clock settings on the performance bracket, then advanced tab again, click change and then switch the harddrive to your ssd or fastest harddrive.
if you still have this issue then you might wanna get an ssd

I had an HDMI cord that was a monster brand (really good according to most) go bad and when it did i ended up with either screen tears out the ass or i would have what looked like a tarkov flashbang went off on random parts of my screen. seemed to only really happen during gameplay too. i tried a different port on my gpu and it still did it, so i tried unplugging the cord and plugging it back it and it still did it, reseated the card on my MB and it still did it. eventually swapped a cord from my roku onto my gpu onto my monitor and it stopped. used the old cord and it came back. I hope your solution is a 10 dollar fix like mine was man. :/

that's a sign windows is having issues, if the framework has an issue, everything inside the framework can fuck up in mysterious ways

add or remove programs

search for C++ and uninstall all of them like in that pic

reboot and then install the one downloaded above

But Lighthouse still stutters

90 fps is pretty decent for light house on 1080 or 1440p

And can you start tarkov through the launcher without steam?
