from my labrys experience, as soon as you get out of the room and roam a bit, you'll either find a guard or tagilla, and then 1-5 guards will push, alongside tagilla, and when tagilla is dead, killa will spawn and go to his last location

Rotation happens over 2-5 hours. You might say "Hey, I did 3 raids on 3 different maps and saw the goons every time" but forgot your buddy took a shit and you watched a youtube video and all of a sudden it fits the rotational time frame
