They may have been aiming at a limb that you occluded with your body. Could have been using a shotgun, they could even have an aim "cone" with deviations.

We know AI prioritises certain things, they have more information on players than they should have, we know this from them sprinting behind cover whenever you look at them from any range lol.

We also know they'll aim at anything available, if you only peek head they'll shoot you directly in the face, which is why in pve its better practice to expose more of your body so they can aim at other things. It's not unreasonable to assume what they target has weighting logic.

The only priotization the AI has are certain gimmicks like Warning shots from Shturman or Scav Guards shooting at playerscavs with less than 6 rep, otherwise their Aim works pretty much like @manic pewter described, they have an initial spread that gets smaller the longer they have Line of Sight to you, and then resets after loosing said line of sight for a brief moment

biggest thing is to know pmc spawns. you dont even need to go inside the mall really, which is where 90% of the scavs will be. for mine, which I did solo, I went from the emercom checkpoint area and just did a circle around the outside of the mall. there will normally be a group at power, and near idea as well. when I saw a scav I just ran past them
