You are generally left alone if you stay at the perimeter of the map. Take range and pick off as much as you can before going inside on the train side of the map

Does anyone know where to find the Sealed Weapon Cases for the “Thirty Pieces of Silver” quest? I've tried the various spawn points listed in the documentation, but after 20 games, I still haven't found any cases, and I'm not high enough level to buy the keys needed to get them (I'm level 28, but you need to be level 30 for the keys).
