1. yes, their ammo and armor, as well as their melee weapons can be good (they can have Taigas which will get you 500k from jaegar). they usually have good ammo and often have level 5/6 plates
2. on factory in my experience only 3-4 cultists spawn
3. they always run suppressed weapons, they are always laying down before they engage, and they all wear a long black overcoat
