Its more likely due to the way they've codeed the game. if you know anything about development a lot of systems use something called "inheritance" which means they inherit rules/properties from a fixed point above them. Allowing you to change small things without affecting everything else.

So PvE and PVP are likely still linked in a fairly direct way, they cant make changes in one without affecting the other, or splitting the builds entirely which would essentially need a whole separate team to work on

the ADS animations are not realistic, they're more just visual flair rather than actual function and the only function they bring is slowing down aiming

my personal opinion is that the approach is good, but it's tuned up too high
there should be no re-adjustment when un-adsing, it should just be seated back in your shoulder
and, bringing it up to your eye to aim should be the shown animation but scaled down, just to keep a bit more of that refined animation
