It's always been a gamble, but if you lose 90% of the time compared to 50% of the time, then its far better to sell. Back in December, I used all 10 of the Marked room in Reserver bunker and all but 1 uses were a dud. Its not whether or not its a gamble, its whether or not the rewards are worth it. For that key, it was definitely not

Yes. Your almost never going to make what you can sell it. The ONLY exception is all 3 reserve rooms. Run them to 1, barter for dorms and sell dorms.
