merin car key is a good one, not sure if its been nerfed or not but i do know its a high value loot spawn

if you can get to the lighthouse, marked room is obviously good, though ive only ever found my bedroom marked room keys rather than bought them

theres some keys iirc for the resort buildings, think they go to some safes- so expect safe loot

theres a few areas inside water treatment if you plan on taking that, operating room key, and i think theres USEC barracks keys that related to quests+decent loot
