Wooden boats by the swamp village(May be misremembering, but I think they'd spawn in the boat next to the blood sample van as well). Sniper scav area is my best bet though, they spawn fairly regularly by the bed and in the bunker nearby. The beds at the USEC camp and in the tents spawn them as well.
