Goons spawnrate is nearly 100% on all the maps they rotate through on local raids, and there is no set rotation. Basically, they spawn or they don't, but they always have a chance to spawn on maps in their rotation.

Goons Tracker doesn't work for local. If you want to avoid them, use BSG servers. If you want to farm them, play local.

I had a miserable time with Arena but then just ran Enforcer (lvl 5 plate and helmet + ll4 faceplate helped me survive some crazy damage) with RPD on Fort (its a pretty CQB based map thats not too open and you catch people off guard or prefire them often) and eventually got it.

as someone who plays arena daily, everyone has access to pretty much Class 5 pen, it's whoever can shoot first mostly wins
