Sadly you can miss them if you just simply don't see them. They will let you pass right on by and stab you if you walk close enough unless they're already agitated. Best place imo is customs fortress and you look around all the bushes and places they lay down. And not only that sometimes they scavs or pmcs will trigger them and you'll hear a bunch of silenced guns go off around you. And sometimes it feels like they're not there at the start and appear mid mission, but that i can't conform they could just be hiding good.
