Does the time of the day in raid somehow affect FPS? I swear whenever I log into early morning (7am etc.) raids, my FPS gets literally cut in half on maps where I usually get 140+ FPS.

Rush the office, clear it out, loot the safes, then go on the outside and wait until something pushes the office, if there's 12 minutes or less left of the raid then reset and go again. Got my PMC kills in less than 10 raids doing it this way

Done this for multiple raid on all the maps. They just arnt spawning.
Last night I did 5 test raid on factory I check every spawn and I only had 1 PMC per raid and they didnt move.
Only a few days ago I was getting full raids (PMC slots).
I did think it was maybe the duck messing with something making the PMC freeze but they just arnt spawning.
