Guys, thanks to @obsidian pine, i fixed my issue of They Are Already Here not progressing any further. I was reading the wrong note (i know, reading is hard). The only note in your quest item inventory is the system mechanics notes. That's not the one you need to read for the objective (or atleast, not the only one) you also have to go into handbook into notes and read the ARRS system specs. DERP. glad i didnt have to reset tho
