Why is my weapon maintenance skill leveling so insanly slow rn?.

i have been using them since the start of wipe, both found and been buyinng them. iv went through close to 13 (done 12 now used half of the 13th) , i have went thought countless weapons, usually every 2-3 raids ( allowing to get as low as 60% at times before repairing) and still level 1 with 8.4 points out of 20 like what. is my account just cursed or have they changed how it works/ am i doing it wrong???
