It's RNG. Whatever the %... it's certainly not based per players. So there is no way to really tell. It's never gonna be every 3rd game that you get them. Sometimes it will even be 10 times in a row, etc.

Like 7N33 has 56 pen and M80 has 43, but for some reason 7N33 doesn't instantly pen class 5

Which is what I thought the pen value meant, like 20 pen value means the round goes right through class 2, 30 means right through class 3, etc.
