Best place imo is to go to the weather station. You'll probably see one of his guards roaming the barrack buildings, trainyard, or Knight buildings. If you don't see anything, he's probably north bunker.

Weather station good place too to pick off a few of his guards of they are anywhere up top. They spread out quite a bit around Glucose. I've seen his guards wondering white knight and middle trainyard but found him far west side of the map behind white rook
