Sit in your spawn for about 5-8 minutes then run to the office as fast as you can. What happens is that the PMC ai will lock itself down if you, the player, interact with / aggro them at all. So it's best to wait to let them naturally pathfind into the Office.

I had the exact same issue you did for over 30 raids and I did that, and there were four of them.

If Sanitar spawns in the resort your best bet are grenades. If you get lucky you can kill his entire gang with one grenade if they camp a room xD
I recommend not buying grenades, just take all grenades from all PMCs you kill for now
